NO CHILD LEFT BEHIND: SUPPLEMENTAL EDUCATIONAL SERVICES In 2002, the No Child Left Behind Act (NCLB) was signed into law, re-authorizing the Elementary and Secondary Education Act (ESEA) of 1965. NCLB is intended to measure individual student progress, allocate more resources, provide greater accountability for federal education dollars, and boost student achievement. Importantly, NCLB requires struggling schools to provide low-income students with the opportunity to obtain free supplemental educational services, namely, tutoring and academic enrichment programs. This new federal program not only affirms the importance of tutoring in addressing the needs of educationally disadvantaged students, but also presents new educational opportunities for low-income children and their parents.
